It depends on what task/s you need each team member to perform and then start looking for team members based on that particular skill set. Either friends, family, connections or you can search the internet. I would also prepare a short pitch to explain your business for clarity so that you have their buy in on your idea. Before building the product you would want to validate the market. A good way to do this is create a prototype which for software could be a interactive wireframe, for a physical product it could be a 3-D rendering with the messaging. You could also create a slide deck for the product/service concept and present it to individuals from your target market segment to get feedback. This will help refine the concept. I have also found SurveyMonkey to be a useful tool to get feedback from target segment on pricing, features of most interest, pain points. Let me know if you would like to chat more.
