How do you deal with a town that continues to push you off but stands in the public as if they are doing business with you?

I just have a question and I do not want to assume negative so I think I need to figure out how to deal with this professionally. One of my corporations is a contractor and although we receive contracts throughout the state, we necessarily do not receive contracts in our location. When I was doing a segment with the mayor, he asked are you doing business here and my answer was no. He immediately made a phone call to create collaborations to start business within our town, the other party was open. I received a follow up and I immediately offered suggestions and all of a sudden there was a major halt. It was stated that we are halting because we don’t know what we’re going to in House. I made the options that the children of been in the house many times and it’s important for them to get out so we gave them outdoor options. The response was silent until I set another letter. Long story short, we have gotten pushed off once again and Summer is willing to play and still no response to the answer or offer. How would you respond to this behavior. There’s much more to the story but I’m going to stop here. I feel, that race comes into play and there is no room for the town to grow with other opportunities. However, I have never been one to stop a corporation based on feelings.
