When applying for a WBE certification what if you dont have any employees at the present time how would you get around that roadblock?

Not having employees at the present time is really not a roadblock. It is simply your status at time now. Adding individuals to your payroll is a function of gaining new business. Your WBE certification is intended to assist you in doing so.

Your proposals to clients must therefore contain prospective employee resumes and/or contractors who are willing to work for you when you have the business to permit it. Contingent hire agreements, open requisitions posted to your web site representing prospective employment based on what you are marketing and networking are ways to grow.
