Once you've developed and documented the policies and procedures, look to tie those to actual operations and identify where new policy or procedure differs from current practice. You may develop a timeline for implemention to accompany the documented policy and procedure but it'll be important to revisit it periodically to update procedure based on lessons learned through implementation and to update the timeline.

It depends but maybe if you start with the current practices/policies, identify areas that you'd like to document/improve/expand, then you can first establish a timeline for the low hanging fruit to get the process that works best for your org or biz down.
