How do I write a creative press release?

I have been asked to write a press release about the beauty and hair industry which is not been protected by the government or the regulating institutions. Regulations are relaxed in terms of wages, standards, and those involved in it don't feel the need to declare tax to the state, and as such, foreigners end up repatriating with the profits made. The sector has been dominated by foreigners and as such; the locals are not benefitting.Should I start off with the statistics; and what approach do i follow in order for the story to become interesting

2. start with an interesting question or

3. write the article in way that tells the reader he/she is too smart to read it.

One approach might be to tell the story from one such victims experience and perspective. If you weave a narrative through it It may capture your readers interest and keep them there to the end.

Another tact would be to introduce the situation and why it is a problem in a capsulated way. Then I would bring in statistics throughout the piece while introducing and explaining each crime accompanied by the statistics the correlate with it.
