How do you find a manufacturer for stuffed animals?

When approaching a manufacturer do I need a patent first or at all?

Hi Kathy, this might sound really cheesy but works all the time.  Go to the nearest non-branded toy store and start looking at their toys.  Whichever stuffed animal you think may be suitable for your needs, look at the info tag (The tag that specifies the products information) and usually 6 out of 10 times, a manufactures name will appear on the tag which you can call and get more information.   9 out of 10 times the manufacturer will be able to develop the product you are looking for with your trademark or business info with in their organization.  The down side will be that you will have to order thousands of stuffed animals to get the price you are looking for.  

NOTE:  Even though search engines are great, it may be time consuming to find what you are looking for.  Taking the route of going to a toy store may actually shorten your time to get the product you imaging into reality much quicker.
