What is the best way to get leads for b2b marketing?

Small business owners tend to not announce that they are opening a business before they actually break ground. What is the best way to find these small business owners that are establishing their llc's?

The information you are seeking is public, and you can pull them yourself from new LLC registrations with the state's database, or you can pay for this service.
