Applying to CPA's for lead generation seems to be our only and best option. There are not many categories in which my leads would be profitable in. How do I sell them, even dealing with CPA's?

How do I market to business and get my name out their? (Emails-phonecalls - dont seem to be that effective)
About my venture
I started worknoww.com, a simple website where employers/recruiters can receive resumes from job seekers interested in there opportunities. I aimed to give people the chance to apply to multiple position with the click of a button. While employers would be able to contact whomever applied to their position. The site is completely free to both parties.
I choose this route because Ive been on both ends and found these to be major problem, for me and those in my position.
We planned to make a profit from lead generation, with the volume of people we received. We are currently waiting for CPA approval.
